Second branch: is the entity licensed, and is the product offered?

New York DFS warns that a company appearing in its directory does not necessarily mean that it is currently writing business. Use the directory to investigate the legal underwriter, then obtain separate evidence that the named dog product is available for the relevant residence and pet. Neither an advertisement nor a license alone completes both checks.

Third branch: are the protections actually comparable?

If one candidate omits a selected expense category or offers a different annual limit, retain the difference. You may still decide that the designs serve different needs, but do not present them as a controlled price ranking. Check whether the displayed premium includes optional routine care and whether monthly billing introduces any separate charge.

If the settings match only approximately, the useful output is a comparison with exceptions. It is not a city average. Even perfectly matched offers for one invented dog would remain a sample for that dog and residence, rather than a statistical statement about every NYC owner.

Last branch: what amount would the household need to fund?

Once a real premium is known, annualize it only with its billing terms understood. Separately estimate the amount the clinic expects at treatment and what a hypothetical eligible claim would leave unpaid under the selected formula.
